Amends Section 6 of Chapter 40A (Massachusetts Zoning Act) to revise permit protection timelines against subsequent zoning changes

Building permit holders must commence construction within 12 months of permit issuance to be protected from new zoning requirements

Special permit or site plan approval holders have 3 years to commence construction before becoming subject to subsequent zoning amendments

Redevelopment projects on previously disturbed land are deemed "commenced" upon substantial investment in site preparation or infrastructure construction

Phased developments may proceed expeditiously but are not required to proceed continuously between phases to maintain permit protections
