Defines an "unfunded mandate" as any legislation that imposes costs on municipal governments, including staffing costs needed to administer or implement the law

Requires joint committees and ways and means committees to attach a fiscal note or study explaining municipal costs before issuing a favorable report on any bill containing unfunded mandates

Prohibits the General Court from enacting legislation that imposes costs on cities or towns until the legislature provides an appropriation to cover those costs

Amends Chapter 3 of the General Laws by adding new Section 38B½
