Prohibits cities and towns from enacting ordinances or policies that prevent employees from inquiring about immigration status of detained individuals, sharing information with federal authorities, or cooperating with federal immigration officers

Requires political subdivisions to allow federal immigration officers to enter and conduct enforcement activities in buildings or facilities under local government control

Invalidates any existing sanctuary city ordinances, resolutions, or policies as of the bill's effective date

Authorizes the Attorney General, district attorneys, or police chiefs to file a writ of mandamus in Superior Court to compel compliance from non-complying municipalities

Imposes daily financial penalties on non-compliant municipalities through reduced state aid: $2,000/day for populations under 10,000; $5,000/day for 10,000-100,000; $10,000/day for 100,000-250,000; $15,000/day for 250,000+
