Creates a special commission to study streamlining municipal business licensing processes in Massachusetts

Commission membership includes: chairs of the Joint Committee on Community Development and Small Businesses (serving as co-chairs), one appointee each from House and Senate minority leaders, Secretary of Housing and Economic Development or designee, and representatives from the Massachusetts Municipal Association, Retailers Association of Massachusetts, National Federation of Independent Businesses (MA chapter), and Massachusetts Restaurant Association

Requires at least three public hearings to gather input from the public and businesses on municipal licensing

Commission must submit findings and legislative recommendations to the legislature by March 1, 2027
