Amends Section 53G of Chapter 44 to require cities and towns to maintain a certified list of approved outside consultants with minimum qualifications for reviewing land use permit applications

Lists must contain at least three outside consultants in each relevant field and be certified by the city or town clerk

Grants applicants the right to select consultants from the certified list and receive proposals from each consultant before making a selection

Prohibits charging applicants for consultant travel costs

Requires local boards, commissions, and officials to coordinate their use of outside consultants when a project needs approval from multiple entities, to avoid unnecessary duplication
