Restructures the Springfield Water and Sewer Commission board of directors to consist of 7 members: 4 appointed by the Springfield mayor (one must be a minority person) and 3 appointed by a new advisory board representing surrounding communities

Creates an advisory board with voting representatives from Ludlow, Springfield, Wilbraham, East Longmeadow, Longmeadow, Agawam, West Springfield, and 2 representatives from the Little River watershed area (Russell, Granville, Blanford)

Advisory board voting power totals 100 votes: 90 votes divided among municipalities based on their share of Commission service charges, and 10 votes for Little River watershed representatives

Advisory board members appointed to the Commission board serve 6-year terms with a 2-consecutive-term limit; no more than 4 board members may reside in the same municipality

Advisory board receives up to $100,000 annually for expenses and must appoint an ombudsman to analyze budgets, represent the board to the Commission, and report on operations affecting water and sewer costs
