Prohibits zoning ordinances from restricting multifamily housing on land owned by religious organizations for at least 3 years, allowing such housing as of right without special permits

Permits density of 30 units per acre with 20% affordable units at 80% AMI, or up to 50 units per acre with 25% affordable at 80% AMI or 20% affordable at 60% AMI

Allows building heights up to 4 stories or 45 feet with minimum 15-foot side and rear setbacks; eliminates parking requirements within 0.5 miles of transit stations

Limits local occupancy preferences to 20% of units and allows up to 2 units or 5% (whichever is less) for religious organization employees

Enables municipalities to opt in to granting property tax exemptions of up to 100% on qualifying multifamily housing developments
