Limits conditions that can be imposed on by-right uses to those ensuring zoning compliance, with off-site conditions restricted to addressing extraordinary direct adverse impacts on adjacent properties or roadways

Site plan approvals lapse after a minimum of 3 years from filing with the town clerk if substantial construction or use has not begun, excluding time spent on appeals

Appeals of site plan decisions (except those tied to special permits or variances) must be filed within 20 days via certiorari in superior or land court, with courts deferring to approving authority unless discretion was abused
