Authorizes Massachusetts cities and towns to establish ridgeline and hillside protection districts covering land with slopes of 15% or greater over 200 feet, or elevations of 600+ feet above sea level

Creates a 5-member review board appointed by the chief executive to approve new construction, substantial exterior alterations, commercial/industrial uses, and subdivisions within protected districts

Permits agricultural production, recreational uses, conservation activities, non-commercial tree cutting, and routine maintenance without board review

Imposes development standards including 35-foot maximum building height, 2-foot exposed foundation limit, underground utility requirements, and stormwater infiltration basins designed for 25-year storms

Requires board review within 35 days of application, with appeals available to the zoning board of appeals for hardship exemptions
