Establishes a 13-member special commission to study the use, disposal, and potential re-use of durable medical equipment in Massachusetts hospitals and health care facilities

Commission co-chaired by House and Senate chairs of the Joint Committee on Health Care Financing, with additional legislative members from the Joint Committee on Public Health

Executive branch representation includes the Secretary of Elder Affairs, Secretary of Health and Human Services, and Director of MassHealth (or their designees)

Governor appoints 6 members representing healthcare organizations: Board of Allied Health Professionals, Massachusetts Nurses Association, Massachusetts Medical Society, Massachusetts Health and Hospital Association, Massachusetts League of Community Health Centers, and Conference of Boston Teaching Hospitals

Appointments must be made within 14 days of the act's effective date, with a minimum of 4 meetings required and final report with legislative recommendations due within 180 days
