Public schools may require vaccinations for enrollment only if the vaccine has held full FDA approval for at least 3 years and exemptions are available for religious beliefs and conscientious objections

Private employers prohibited from requiring vaccination as a condition of employment unless the vaccine has been fully FDA-approved for at least 3 years

Private entities mandating vaccinations outside these criteria face civil liability for actual damages, medical expenses, and lost employment or income resulting from the requirement

Attorney General empowered to seek injunctive relief against violators; private individuals may also bring civil actions for damages or injunctive relief
