Amends Section 25B of Chapter 111 of Massachusetts General Laws to exclude ambulatory surgical centers from the definition of "health care facility"

Removes ambulatory surgical centers from state regulatory requirements that apply to other health care facilities such as hospitals, nursing homes, and clinical laboratories

Excludes computerized tomography and standard diagnostic/therapeutic equipment from being classified as "new technology" subject to regulatory review

Specifies that air ambulance services shall not be considered a "new service" for regulatory purposes

Exempts changes to outpatient services (other than ambulatory surgery) from being defined as a "substantial change in service" requiring department approval
