Redefines "practice of optometry" to include examination, diagnosis, treatment, and management of diseases, injuries, and disorders of the visual system, eye, and associated structures, plus diagnosis of related systemic conditions

Requires optometrists licensed before specific dates (January 1, 1984, 1994, or 2021) who have not completed board-approved testing to retake and pass applicable licensing examinations for diagnostic pharmaceutical agents, therapeutic pharmaceutical agents, glaucoma medications, and oral medications

Mandates that optometrists apply to participate in the state medical assistance program (MassHealth) as a condition of license renewal for ordering and referring covered services

Allows optometrists to practice and advertise under trade or service names, provided their individual names are prominently displayed at practice locations and in advertisements, and permits use of titles "optometrist," "doctor of optometry," and "optometric physician"

Updates terminology in disciplinary provisions by replacing "habitual drunkenness" with "substance misuse" and modernizes advertising regulations to include internet and electronic media
