Prohibits Massachusetts-licensed healthcare professionals from participating in, facilitating, or assisting in the torture or abusive treatment of any prisoner, whether detained by government or non-government actors

Bars healthcare professionals from participating in prisoner interrogations, including being present in interrogation rooms, advising on techniques, or evaluating prisoners to identify interrogation strategies

Requires healthcare professionals with reasonable grounds to believe torture or abuse has occurred, is ongoing, or will occur to immediately report to appropriate government agencies and licensing authorities

Permits healthcare professionals to provide legitimate medical care to prisoners, participate in legal proceedings, assist with safety restraints when necessary, and conduct properly approved human subject research

Applies to conduct occurring both within and outside Massachusetts, regardless of whether committed by governmental or non-governmental entities
