Requires the Department of Public Health to establish training, certification, and licensing regulations for individuals who administer these devices

Mandatory training must cover appropriate use, prohibited uses, alternatives like de-escalation and positive reinforcement, safe administration, health risks, signs of abuse and trauma, and reporting procedures

Prohibits any person from administering, supervising, or causing administration of these devices without a license, and prohibits entities from permitting unlicensed use

Violations are punishable by a fine not to exceed $500
