Cites toxic preservatives commonly found in construction materials, including copper chromium arsenate, creosote, and pentachlorophenol, as justification for the ban

Requires the Secretary of Energy and Environmental Affairs to amend relevant regulations and policies within 60 days of the Act's effective date

Authorizes the Secretary to temporarily suspend or modify permitting proceedings to conform with the new prohibition

Amends Chapter 111 of the General Laws by adding Sections 142P and 142Q
