Requires health insurance screening protocols to include questions about gambling habits and frequency, amending laws covering state employee insurance (Chapter 32A), MassHealth (Chapter 118E), commercial insurers (Chapter 175), and HMOs (Chapter 176G)

Establishes a 19-member special commission to investigate problem gambling, co-chaired by one state senator and one state representative

Commission membership includes representatives from the Gaming Commission, Office of Problem Gambling Services, State Lottery, Massachusetts Council on Gaming and Health, Massachusetts Psychological Association, Massachusetts Medical Society, and commercial health insurers

Commission must assess current research on problem gambling prevention and treatment, review medical screening policies, assist in developing educational materials and referral lists, and help secure federal funding

Commission must hold its first meeting within 30 days of the act's effective date, meet monthly thereafter, and submit an annual report with legislative recommendations by June 30, 2026
