Requires drug stewardship programs to establish a dedicated mail-back collection system for sharps, with pharmacies distributing prepaid, preaddressed packaging when filling prescriptions that include sharps

Mandates that sharps disposal programs provide consumers with puncture-resistant containers, proper disposal instructions, program contact information, and labels with website and toll-free phone numbers

Prohibits manufacturers and stewardship organizations from charging consumers point-of-sale fees, point-of-collection fees, or other drug cost increases to recoup program operational and administrative costs

Requires all stewardship programs to comply with DEA and EPA regulations for collection, security, transport, and disposal of drug products and sharps waste
