Creates a task force to develop a framework for identifying, monitoring, and remediating indoor air pollution and mold contamination in schools, long-term care facilities, correctional facilities, early childhood education facilities, public housing, and private residential buildings

Task force chaired by the Commissioner of Public Health and includes 11 total members: representatives from environmental protection, housing, the attorney general's office, plus 7 governor-appointed members including environmental justice, health, housing, and education experts

Task force must convene within 30 days of passage and submit final recommendations within one year to legislative committees, executive offices, the Attorney General, and the Environmental Justice Council

Requires the Department of Public Health to promulgate regulations for indoor air quality assessments monitoring ultrafine particulate matter and black carbon concentrations in existing and proposed buildings

Regulations must establish standard procedures for air dispersion modeling, pollution management, monitoring, and public reporting, with a deadline of December 31, 2026
