Requires abortions after the second trimester to be performed in a hospital with certification from the performing physician and two consulting physicians that continuing the pregnancy is likely to result in the mother's death

Amends Section 12N of Chapter 112 of the General Laws to replace provisions added by Chapter 263 of the Acts of 2020 (the ROE Act)

Preserves access to medically necessary procedures for miscarriages before 20 weeks and stillbirths or fetal deaths after 20 weeks

Mandates hospitals provide all life-saving measures and equipment (as defined by the Department of Public Health) for any fetus born alive showing evidence of viability after an abortion or intentional miscarriage

Requires physicians to employ all life-saving measures for fetuses exhibiting visible, audible, or otherwise discernable evidence of viability
