Prohibits the Office of the Chief Medical Examiner (OCME) from charging families any fees for the removal, transportation, or handling of a deceased child's body, including cremation fees for viewing

Defines "child" as ranging from a reportable fetal death through age 60 months (5 years)

Requires the Commonwealth to allocate funding to the OCME to offset lost fee revenue

Mandates annual OCME reports to the Legislature on the number of child cases handled, costs absorbed, and any additional funding recommendations

Takes effect 90 days after passage; designated as "The Benson Bill"
