Mandates the Department of Corrections to establish procedures allowing incarcerated individuals to become living organ donors, receive organ transplants, donate bone marrow, or receive bone marrow transplants

Creates protocol for emergency donations to support family members in need

Requires facility officials to refer inmate requests for organ donation or transplant to outside medical review within 3 days of receiving written notice
