Allows the person from whose body a specimen was derived to make a written request for laboratory test results, expanding who can access this information under Chapter 111D

Requires all laboratory tests ordered under this section to be conducted by laboratories that routinely participate in proficiency testing programs approved by the Centers for Medicare and Medicaid Services (CMS)

Applies proficiency testing requirements regardless of test complexity as defined under the Clinical Laboratory Improvement Amendments of 1988 (CLIA)

Exempts laboratories from the proficiency testing requirement when no approved proficiency testing program exists for a particular test
