Prohibits programs funded, operated, licensed, or approved by Massachusetts from administering procedures that cause physical pain to persons with physical, intellectual, or developmental disabilities for behavior modification purposes, including hitting, pinching, and electric shock

Bans any physical contact or punishment that is prohibited by law or would be prohibited if used on a non-disabled person

Prohibits denying persons with disabilities reasonable access to sleep, food, shelter, bedding, bathroom facilities, and other basic necessities of a humane existence

Amends Section 16 of Chapter 6A of the Massachusetts General Laws
