Prohibits sale of kratom products adulterated or contaminated with dangerous non-kratom substances, including controlled substances

Bans kratom products containing more than 2% 7-hydroxymitragynine in the alkaloid fraction or any synthetic alkaloids

Prohibits sales to individuals under 18 years of age, with fines of $1,000 for first offense, $2,000 for second, and $5,000 for third or subsequent offenses

Takes effect 180 days after passage, with the Department of Public Health responsible for promulgating rules on labeling standards and safety testing
