Establishes a commission to study and recommend ways to incentivize organ donation in Massachusetts

Commission membership includes House and Senate chairs of the Joint Committee on Health Care Financing (as co-chairs), appointees from legislative leadership, and representatives from the Health Policy Commission, Department of Public Health, and Center for Health Information and Analysis

Commission must examine implementation of organ donation programs with direct or indirect monetary incentives and assess incentive programs in other states

Report with findings, recommendations, and draft legislation due within 12 months of passage to the Ways and Means committees, Joint Committee on Health Care Financing, and legislative clerks
