Requires all health care facilities to provide competent interpreter services to non-English speaking patients for all services, including emergency care and treatment

Mandates interpreters be fluent in both English and the patient's language, trained in interpreting skills and ethics, and knowledgeable about medical terminology

Limits use of telephonic or televiewing interpreter services to situations where the language need was not reasonably anticipated or when employed/contracted interpreters are unavailable

Receiving interpreter services shall not be considered a "public benefit" that could affect eligibility based on immigrant status

Creates private right of action in superior court with minimum $250 damages per violation, plus attorney's fees; claims must be filed within 3 years
