Requires health insurance policies that cover surgical first assisting services to include payment for registered nurses licensed under section 80B of chapter 112 who provide those services

Applies to multiple insurance types: individual and group accident/sickness policies (Chapter 175), hospital service plans (Chapter 176A), medical service agreements (Chapter 176B), and health maintenance organization contracts (Chapter 176G)

Mandates the Department of Public Health prepare a report on registered nurse first assistant services and their effect on patient care quality, including outcome measures such as mortality rates, adverse complications, patient satisfaction, and patient safety

Report must be developed in consultation with the commissioner of insurance, board of registration in nursing, Massachusetts Nurses Association, Association of PeriOperative Registered Nurses, and Massachusetts Hospital Association

Report due to House and Senate committees on ways and means and the joint committee on health care financing by September 1, 2026
