Prohibits all Massachusetts state agencies from funding advertising campaigns that dissuade pregnant women from using pregnancy resource centers

Defines pregnancy resource centers as organizations that support expectant mothers and offer services including relationship counseling, prenatal education, pregnancy testing, diapers, baby clothes, and material supports

Requires state agencies, including the Department of Public Health, to equally promote all facilities serving pregnant mothers, including both pregnancy resource centers and licensed medical facilities

Renders unenforceable any existing state laws or regulations that conflict with these provisions

Takes effect 90 days after passage
