Creates a new "Medical Health and Fitness Facilities" (MHFF) designation under Massachusetts General Laws Chapter 111, Section 238, establishing standards for wellness facilities to be recognized by the Department of Public Health

Requires MHFF facilities to maintain a Medical Advisory Board headed by a licensed physician Medical Director who meets at least quarterly to oversee medical programs including disease management, physical therapy, and health assessments

Mandates specific staffing requirements including a Fitness Director with Exercise Physiology or Health Science degree, Operations Manager with BS and 5+ years experience, certified pool operators, and a Fitness Manager on Duty at all times of operation

Establishes air quality standards requiring installation of non-thermal plasma air decontamination units capable of 90% airborne and 95% surface pathogen reduction, compliant with OSHA and USDA National Organic Standards

Requires safety protocols including temperature screening (denying entry at 100°F or higher), computerized check-in for contact tracing, AEDs every 75,000 sq. ft., CPR/AED training for all staff, and emergency action plans for fire, health emergencies, active shooter, COVID, and aquatic emergencies
