Removes criminal penalties for possession, use, growing, and transportation of up to 2 grams of psilocybin for adults 21+ who are U.S. veterans, current/former law enforcement officers, or those diagnosed with a qualifying medical condition

Allows eligible individuals to give away up to 50 grams of dried psilocybin mushrooms or 0.5 grams of psilocybin to other eligible adults without payment, but prohibits all sales

Excludes individuals diagnosed with disqualifying conditions including bipolar disorder, schizophrenia spectrum disorders, and Cluster A or B personality disorders

Requires the Department of Public Health to publish within 90 days and annually update a public explanation of the law, risks of psilocybin use, and lists of qualifying/disqualifying conditions with supporting clinical studies

Includes automatic repeal provision: decriminalization provisions expire 30 days after psilocybin is reclassified as a Schedule II controlled substance federally
