Grants medication delivery vehicles the same road access privileges as emergency vehicles during declared emergencies

Establishes coordination requirements among pharmaceutical manufacturers, wholesalers, distributors, and pharmacists to avoid duplicative supply chain infrastructure

Creates a safety net system with a toll-free phone number and website to help people locate prescription medications when none are available locally during emergencies
