Establishes the United Neighbor's Investing in the Truth for Youth Fund (UNITY Fund) within the Department of Public Health to fund cancer surveillance and environmental data collection

Supports studies examining human health impacts of past and present environmental conditions, including research, environmental and biologic sample collection, surveys, and public engagement

Fund sources include legislative appropriations, private/public gifts and grants, authorized transfers, and state/federal cost recovery from hazardous waste health investigations

Commissioner of Public Health administers the fund with annual expense determination by the Secretary of Administration and Finance in consultation with the Secretary of Health and Human Services

Requires annual itemized expenditure reports to the House and Senate clerks and Ways and Means committees, with all research findings published on General Court and department websites
