Establishes the Environmental Public Health Trust Fund (EPHTF) administered by the Commissioner of the Department of Public Health to fund cancer surveillance and environmental data collection

Supports studies examining human health impacts of past and present environmental conditions, including research, biological sample collection, surveys, and public engagement

Fund sources include legislative appropriations, private/public gifts and grants, authorized transfers, and state/federal cost recovery funds from hazardous waste health investigations

Requires annual reporting of itemized expenditures to House and Senate clerks and ways and means committees, with all research published on General Court and department websites

Fund operates independently from appropriation process, with interest retained in the fund and amounts not reverting to the general fund
