Creates the Naloxone Purchase Trust Fund to support a universal purchase system for opioid antagonist (naloxone) distribution across Massachusetts healthcare facilities

Directs opioid antagonists to patients with a history of opioid use, diagnosed opioid use disorder, or those who have experienced an opioid-related overdose

Eligible distribution sites include acute care hospitals, emergency departments, substance use disorder treatment facilities, and community health centers

Caps administrative costs for storage and distribution at 10% of total fund expenditures when not covered by federal funding

Requires annual reporting on fund collections and expenditures to the House and Senate committees on ways and means, public health, and health care financing
