Prohibits performing or attempting to perform an abortion if the provider knows the pregnant woman is seeking the abortion due to a Down syndrome test result, diagnosis, or belief that the fetus has Down syndrome

Establishes criminal penalties for violations including up to 15 years in state prison, up to 2.5 years in jail, and/or fines up to $15,000

Requires mandatory revocation of medical licenses for physicians, physician assistants, nurse practitioners, and nurse midwives who violate the prohibition

Creates civil liability for violators, allowing affected parties to sue for compensatory and exemplary damages plus attorney's fees

Explicitly exempts pregnant women from criminal prosecution, conspiracy charges, or complicity for abortions performed in violation of the act
