Amends Section 224 of Chapter 238 of the Acts of 2024 to require the Department of Public Health to hold public hearings before adopting foundational public health service standards, and requires municipalities to obtain two-thirds approval from city council or town meeting before adopting such standards or entering Inter-Municipal Agreements

Changes municipal compliance with public health standards from mandatory ("shall") to voluntary ("may voluntarily")

Shifts the department's role from enforcing compliance with standards to "assisting boards to adopt practices to improve the efficiency and effectiveness of the delivery of public health services"

Removes provisions for annual noncompetitive funding tied to implementation of state public health standards and eliminates the state's authority to restrict funding for municipalities that fail to meet standards

Adds protections prohibiting interference with local boards of health addressing disease outbreaks, and protects individual rights to accept or decline medical procedures, testing, specimen collection, and sharing of personal health data without affecting education or employment
