Amends Chapter 111 of the General Laws by adding Section 8D requiring annual Consumer Confidence Reports on water quality to include specific warning language when fluoride levels reach or exceed 0.3 parts per million (ppm)

Mandates warnings stating that offspring of pregnant persons and bottle-fed babies face risks of developmental neurotoxicity and dental damage from fluoride at or above 0.3 ppm

Requires warnings that diabetics and individuals with kidney, thyroid, or inflammatory conditions risk worsening their conditions from consuming water with fluoride at or above 0.3 ppm
