Department of Public Health must establish a registry of volunteers available to provide health, medical, and other services, with membership requirements including licensure verification and training completion

Credentialing process may require photographic identification and Criminal Offender Record Information background checks

Commissioner may activate volunteers during governor-declared emergencies, public health incidents requiring urgent response, when local/regional resources are exhausted, or for approved training exercises

Activated volunteers are treated as state employees for liability protection under Chapter 258 and workers' compensation under Chapter 152 (sections 69-75) if they die or sustain injury while serving

Department is authorized to promulgate rules and regulations to implement the volunteer registry program
