Adds instruction on automatic external defibrillators (AEDs) to existing CPR training requirements for students, making both hands-only CPR and AED training a graduation requirement

Requires instruction to follow current national evidence-based Emergency Cardiovascular Care guidelines and include psychomotor skills development (hands-on practicing and skills testing)

Licensed teachers are not required to be certified CPR trainers to provide non-certification instruction, but certification courses must be taught by authorized CPR/AED instructors

Authorizes the Department of Elementary and Secondary Education to provide financial incentives through discretionary grants to school districts requiring psychomotor skill-based CPR and AED training before graduation

Prioritizes grants for high-need school districts, defined as those where at least 50% of students qualify for free/reduced-price meals, participate in Community Eligibility Provision or Universal Free Meals, or have Title 1 status
