Amends Chapter 123B to update the definition of "person with a developmental disability" for individuals age 5 and older to require a severe, chronic disability manifested before age 22 that results in substantial functional limitations in 3 or more major life activities (self-care, language, learning, mobility, self-direction, independent living, or economic self-sufficiency)

Includes children under age 5 with substantial developmental delays or congenital/acquired conditions with high probability of resulting in developmental disability without services

Specifies that persons with developmental disabilities may be considered mentally ill, but cannot be classified as mentally ill solely because of their developmental disability

Effective date: January 1, 2027
