Creates new Chapter 40Z establishing a Community Development Plan Program requiring cities and towns to develop comprehensive strategic plans covering housing, economic development, infrastructure, climate resiliency, and open space

Directs the Secretaries of Energy and Environmental Affairs, Economic Development, and Housing and Livable Communities to implement a two-year technical assistance program for municipalities

Appropriates $20,000,000 to fund planning assistance for all communities

Grants priority for state discretionary funds to municipalities that complete plans and take steps to increase housing supply, such as adopting zoning for duplexes, accessory apartments, multi-family housing, or density bonuses for affordable units

Requires community development plans to be updated at least every 10 years and allows them to be incorporated into Comprehensive Master Plans
