Creates the Massachusetts Fund for Vulnerable Countries Most Affected by Climate Change (MFVC) to support the United Nations Least Developed Countries Fund, which helps under-developed nations adapt to climate change

Allows taxpayers to voluntarily donate all or part of their state tax refund, or additional amounts above taxes owed, to the MFVC through a checkbox on personal income tax forms

State treasurer must deposit MFVC funds to secure the highest available interest rate, with monies transferred to the UN LDCF or qualifying 501(c)(3) nonprofits supporting its mission

Establishes rules for tax return contribution options: requires legislative authorization, limits forms to 3-9 options, and removes underperforming options (below 80% of average contributions) for minimum 5 years

Requires annual reporting on fund expenditures, mandatory state auditor reviews every 5 years, and authorizes attorney general investigations and court action for waste, fraud, or abuse
