Imposes a 1% transfer fee on the portion of residential property sales exceeding $1,000,000 in Concord, including transfers of controlling interests in entities holding residential property

Exempts transfers to government agencies, housing authorities, charitable/religious organizations, family members, properties with affordable housing restrictions, and transactions under $100

All fee revenue must be deposited in the Concord Municipal Affordable Housing Trust Fund to support housing for families earning up to 150% of area median income

Requires the Middlesex South Registrar of Deeds to verify fee payment or exemption certification before recording any deed

Takes effect 30 days after approval by Concord Town Meeting vote
