Establishes the Harbors and Inland Waters Maintenance Fund under Chapter 91 of the General Laws, administered by the Department of Conservation and Recreation

Directs 0.05% of motor fuel excise tax revenue (from Section 4 of Chapter 64A) to the new fund, with 99.80% going to the Commonwealth Transportation Fund and 0.15% to the Inland Fisheries and Game Fund

Fund may be used for continuous maintenance dredging of harbors, inland waters, and great ponds throughout Massachusetts

Authorizes spending on removal of sunken and abandoned vessels, derelict piers, and other navigation hazards, as well as maintenance of state piers

All fund expenditures are subject to appropriation by the legislature
