Imposes a 15% fee on the purchase price when non-U.S. citizens or nationals acquire real property in Massachusetts cities and towns that opt into the program

Exempts properties used as the nonresident purchaser's principal residence from the fee

Requires all collected fees to be deposited into the municipality's affordable housing trust fund

Establishes enforcement mechanisms including 14% annual interest on unpaid fees, penalties up to 25% for late payment, and liens on the purchaser's property for nonpayment

Allows municipalities with existing affordable housing trust funds to adopt the fee through local acceptance under Chapter 4 of the General Laws
