Requires the Department of Elementary and Secondary Education to establish licensure reciprocity agreements with other states to increase bilingual educator recruitment

Creates a task force on the bilingual educator workforce chaired by the Secretary of Education, with annual reporting requirements and a goal to set measurable targets for certified bilingual educators by 2035
