Establishes an industrial mill building revitalization task force to stimulate redevelopment, rehabilitation, and revitalization of industrial mill buildings and surrounding areas in Massachusetts

Task force responsibilities include reviewing existing laws and tax incentives, creating an inventory of active and inactive mill buildings statewide, investigating potential new uses based on market conditions, and identifying strategies to improve energy efficiency

Task force to explore innovative permitting processes, zoning regulations, and building codes to encourage redevelopment of mill properties

Membership includes the Secretary of Housing and Economic Development (chair), Secretary of Energy and Environmental Affairs, 4 legislators, directors of MassDevelopment and MA Clean Energy Center, 2 mill building owners, and representatives from utilities, economic development, and regional planning organizations

Report with recommendations and draft legislation due to the Joint Committee on Economic Development and Emerging Technologies by August 1, 2025
