Requires cities and towns in Barnstable, Nantucket, Dukes, and Bristol counties to impose a $2.00 per passenger embarkation fee on departing ferry trips from ferries licensed for more than 100 passengers

Revenue distribution: 62.5% to cities/towns with ports providing ferry service, 25% to fire districts providing fire or public safety services to ports, and 12.5% to municipalities sharing a harbor but not providing ferry service

Ferry operators must pay fees quarterly to the commissioner of revenue and record passenger counts by port

Funds must be deposited in a special fund and used exclusively to mitigate ferry service impacts, including harbor services, public safety, emergency services, and infrastructure improvements

Exempts passengers using commuter fares, student fares, commuter excursion fares, school-related fares, or the Steamship Authority's Islands Preferred Excursion Program
