Establishes a 21-member Committee on Massachusetts Business Competitiveness and Affordable Living to review state statutes and regulations affecting business operations and cost of living

Committee membership includes appointees from the Governor (2), Senate President (2), House Speaker (2), minority leaders (1 each), plus three executive office secretaries and representatives from 10 business and municipal associations

Scope of review includes state and local taxation policies, costs of food, consumer goods, education, housing, transportation, health care, child care, and utilities

Annual report with policy recommendations due to Senate and House Clerks by December 31 each year

Committee members serve without compensation
